FBI arrests Wisconsin judge for allegedly obstructing ICE arrest at courthouse
FBI agents arrested Milwaukee County Judge Hannah Dugan on charges of obstruction after she allegedly interfered with a federal immigration arrest operation.
FBI Director Kash Patel announced the arrest on social media, stating Judge Dugan misdirected agents from detaining Eduardo Flores Ruiz, an undocumented migrant, after a court appearance April 18.
Dugan, a county circuit court judge, was arrested by the FBI Friday morning at the county courthouse in Milwaukee, Wisconsin.
Dugan was charged with two federal crimes before federal Judge Stephen Dries. The first count is concealing a person from discovery and arrest, and the second is obstruction of federal government proceedings. If convicted, the charges could result in a maximum penalty of six years in prison.
Her attorney, Craig Mastantuono, said in court, "Judge Dugan wholeheartedly protests the arrest and believes it was not made in the interests of public safety."
The judge ordered her released on her recognizance.
According to court documents, Ruiz was set to appear in court on April 18 before Dugan for a pretrial conference in a case where he had been charged with three misdemeanor counts of battery/domestic abuse on March 12.
The complaint alleges that Dugan sought to help Flores-Ruiz evade arrest by federal officers from an ICE task force.

A day before her arrest, outside Judge Dugan's courtroom, she declined to comment on the incident or the ongoing investigation. A single-page white sign was visibly posted on the courtroom door.
The sign, dated April 14, 2025, advises anyone who "feels unsafe coming to the courthouse" to reach out to Judge Dugan's clerk to request a remote Zoom hearing.
Judge Dugan has been on the bench for nine years, and the incident has drawn scrutiny and prompted an investigation.
